Nineteen of the Russian's twenty-one titles have been won on hard surfaces
A resurgent Medvedev won his maiden trophy for over two years with victory over Frenchman Moutet in the tournament championship match.
The athlete, a ex- top-ranked player, has had a challenging year, achieving just one match at the major tournaments and suffering a setback at the US Open.
The player's unpredictability on the professional circuit - and struggles with his service game in particular - caused him falling of the elite rankings and ultimately separating with long-term mentor Gilles Cervara.
Presently working with Johansson and Rohan Goetzke, the tennis star has gradually progressed in the last few weeks - culminating in a hard-fought competitive win over challenger Moutet.
This represents the player's maiden championship since the Rome competition and first on a hard surface since March of the previous year.
Victory also indicates the Russian has won twenty-one victories at twenty-one various competitions.
"For the first time I am participating in a event with my children at once, so to get a trophy is really nice," said ranked player Medvedev.
"This championship is in dedication of my child her name, because the first title I achieved when my child her name was born was for her."
The tennis star, the 2021 US Open champion, had lost his past six title deciders, featuring in Halle in the past months.
Medvedev's defensive approach and regular outbursts on the tennis court had caused observers to doubt if his capacity to play at the elite level was concluded.
But the player has implemented adjustments in the past month, making an effort to come to the net and compete positively, backed up by an better service.
The champion came back from a disadvantage in the first set against the difficult Moutet, winning 4 of the last five points to gain the advantage.
The competitors exchanged breaks in the second set before the Frenchman, attempting for his maiden tour victory, seized the initiative to force a decider.
Moutet defended four initial break points in a tight third set before the champion broke to that score to serve for the match.
Appropriately, the winner secured the title with a rally at the front of the court, with Moutet failing to manage a return after over two and a half hours.
